( فَإِلَّمْ يَسْتَجِيبُوا لَكُمْ ) (And if they do not respond to you): This wise response from Allah (swt) that they will not be able to reponed.
(فَاعْلَمُوا أَنَّمَا أُنزِلَ بِعِلْمِ اللَّهِ ) (then know all that the Qur’an was revealed with the knowledge of Allah): This speech is addressed to those who claim that the Messenger of Allah has invented falsely the Holy Quran. Or it could be addressed to the Prophet (saws) because Allah (swt) says in the previous verse:
قُلْ فَأْتُوا بِعَشْرِ سُوَرٍ مِّثْلِهِ مُفْتَرَيَاتٍ وَادْعُوا مَنِ اسْتَطَعْتُم مِّن دُونِ اللَّهِ إِن كُنتُمْ صَادِقِينَ
(Say, “Then bring ten surahs like it that have been invented and call upon [for assistance] whomever you can besides Allah, if you should be truthful.”) (Hud: 13)
If they cannot respond to the challenge, then let them know and be certain that this Holy Qur’an is from Allah (swt), which was testified by the opponents from among them. But let us note here an important point: Why does Allah (swt) change His approach from addressing the Prophet to (know all)? This is because the Prophet (saws) has been asked to convey the Message, and what he (saws) conveyed to the believers, the believers are required to convey.
(أَن لَّا إِلَٰهَ إِلَّا هُوَ ) (and that there is no deity except Him): There is nothing like Him (swt). No one can go against His will and ruling. As long as the Holy Quran came with His knowledge, there is no human knowledge can produce a Quran like this. The declaration here that there is no god but Him (swt), so that no one claims that there is another deity besides Allah.
(فَهَلْ أَنتُم مُّسْلِمُونَ ) (Then, would you [not] be Muslims?): This question is posed by a true power capable of this matter, so (would you [not] be Muslims?) meaning, surrender yourselves to Islam and abandon the illusion that the Holy Qur’an is a fabrication, but rather it is from Allah (swt) and there in no deity but Him.
