(91) - (There is no blame on the weak, nor the sick nor those lacking the means [if they stay behind], as long as they are true to Allah and His Messenger. There is no blame on the doers of good. And Allah is All-Forgiving and Most Merciful.)

(There is no blame on the weak,): The weak is someone who is unable to work not due to illness but because of old age.

(Nor the sick,): Likewise, exemption from fighting is granted for the sick.

(وَلَا عَلَى الَّذِينَ لَا يَجِدُونَ مَا يُنفِقُونَ حَرَجٌ) (nor those lacking the means,): Those who are unable to find the means to spend due to their extreme poverty, cannot afford to buy weapons and mounts for joining the war. The (means) refers to being able to sustain oneself in terms of travel and accommodation during the period of participation with the Messenger of Allah (saws).

(إِذَا نَصَحُوا لِلَّهِ وَرَسُولِهِ ۚ) (as long as they are true to Allah and His Messenger.): Even when they are not able to go, they advise and encourage those capable of joining the Messenger of Allah (saws) to go, motivating them to fight against the Romans. Then, they assist the families who remain in al-Medina. They bravely face the rumors and lies spread by the hypocrites and Jews to undermine the morale of the Muslims. They respond to them and counteract the tongues of malice.

(There is no blame on the doers of good,):  It means that there is no sin, blame, rebuke, or reproach on the doers of good.
