(يَحْلِفُونَ بِاللَّهِ لَكُمْ…) (They swear by Allah to you [Muslims],): The hypocrite seeks evidence to cover up their lies, so they swear by Allah (swt).

…لِيُرْضُوكُمْ… (…to satisfy you,): The one who seeks to please people does not place Allah (swt) in his consideration. Pleasing humans is an unattainable goal because people have diverse desires, and whims are always conflicting. Therefore, satisfaction should be sought from the Lord of humanity, not from people. They may swear by Allah to gain your approval, but Allah (swt) states:

…وَاللَّهُ وَرَسُولُهُ أَحَقُّ أَن يُرْضُوهُ…  (But Allah and His Messenger is more worthy for them to satisfy.): He (swt) did not say, “Allah and His Messenger are more worthy for them to satisfy,” because seeking the pleasure of the Messenger of Allah (saws) is linked to seeking the pleasure of Allah (swt). Thus, the pronoun is unified, and this is exclusive to the Messenger of Allah (saws). This unique status is a special distinction that Allah (swt) has granted to the Prophet (saws).

…إِن كَانُوا مُؤْمِنِينَ  (if they should be believers,): This is the condition; a believer is the one who swears by Allah (swt) to seek the pleasure of Allah and His Messenger and his actions in life is aimed at pleasing Allah (swt). As for the non-believer, their goal is to satisfy people.
