As if Allah (swt) is saying to those deniers:

(… كُلُوا وَتَمَتَّعُوا ) (eat and enjoy …): Eat and enjoy yourselves in this worldly life until the end of your life time. You have disbelieved in Me and denied My Messengers, the Resurrection, the Hellfire and Paradise. Nevertheless, I am your Creator and your Lord, so I will not deprive you of My Bestowments despite your disbelief. I took it upon Myself to sustain you in this worldly life, but you will eat and drink just as the livestock do’.  Allah (swt) says:

 وَالَّذِينَ كَفَرُوا يَتَمَتَّعُونَ وَيَأْكُلُونَ كَمَا تَأْكُلُ الْأَنْعَامُ

(but those who disbelieve enjoy themselves and eat as grazing livestock eat,) (Muhammad: 12)

(  إِنَّكُم مُّجْرِمُونَ… ) (…indeed, you are criminals): Allah (swt) describes them as criminals. In fact, Allah (swt) has assigned for every heavenly Message and enemy. Allah (swt) does not intervene until the criminality becomes irresistible. This enemy deduce the people and the faith-weakened incline towards them, thinking mistakenly that they are the winners. They do not know that this victory is temporary because they will face the woe on the Day of Resurrection as a punishment for their denial.
