Allah (swt) determined the creation of human beings perfectly and in the best of stature. Allah (swt) has made him upright, not working on four legs.

  (… فَقَدَرْنَا) (We determined …): Allah (swt) is fully Able, thus it is followed by:

 (  فَنِعْمَ الْقَادِرُونَ… ) (…excellent in Ability [are We]): Some scholars recited the Arabic word (qadarna) (to be Able to) as (qaddarna) (to determine) as in Allah’s (swt) saying:

 وَالْقَمَرَ قَدَّرْنَاهُ مَنَازِلَ

(And the moon – We have determined for it phases,) (Yasin: 39)

But other scholars preferred the recitation as (qadarna) which refers to the Ability of Allah (swt). However, both meanings are possible because the One Who is fully Able to create something in good form is truly great in His Power, Determination and Knowledge.
