Allah (swt) swears by the wind. Allah (swt) says:

 وَهُوَ الَّذِي يُرْسِلُ الرِّيَاحَ 

(And it is He who sends the winds) (Al-A’raf: 57)

Allah (swt) sends the wind successively like the mane of the horse. Sometimes it is sent as a mercy to bring prosperity and good news to people. This is the wind which is meant in this verse, as for the wind coming with evils, Allah (swt) says:
