Those exempted from fighting are the weak, the sick, and those who cannot find the means and an animal to ride on. When the latter sought to be provided with mounts from the Messenger of Allah (saws), he said to them, “I can find nothing for you to ride on.” These individuals were saddened twice because they were unable to join the Messenger of Allah (saws) and because they would remain behind in al-Medina.
(وَّأَعْيُنُهُمْ تَفِيضُ مِنَ الدَّمْعِ حَزَنًا) (While their eyes overflowed with tears out of grief,): This is an expression of intense sadness because they could not find any money to buy mounts and so that they can join the Messenger of Allah (saws).
