(92) - (Nor is there blame on those who came to thee to be provided with mounts, and when you said, “I can find nothing for you to ride on.” They turned back while their eyes overflowed with tears out of grief that they could not find something to spend [for the cause of Allah].)

Those exempted from fighting are the weak, the sick, and those who cannot find the means and an animal to ride on. When the latter sought to be provided with mounts from the Messenger of Allah (saws), he said to them, “I can find nothing for you to ride on.” These individuals were saddened twice because they were unable to join the Messenger of Allah (saws) and because they would remain behind in al-Medina.

(While their eyes overflowed with tears out of grief,): This is an expression of intense sadness because they could not find any money to buy mounts and so that they can join the Messenger of Allah (saws).
