As a fact, the Qur’an has secrets, and does not have repetitions. Look at any verse you think has been repeated; read it more than once to discover that it contains a secret and not a repetition. Consider the preceding verse No. 8:
How [can there be a treaty] while, if they gain dominance over you, they do not observe concerning you any pact of kinship or covenant of protection? They satisfy you with their mouths, but their hearts refuse [compliance], and most of them are defiantly disobedient)
And here in verse, Allah (swt) says:
(…لَا يَرْقُبُونَ فِي مُؤْمِنٍ إِلًّا وَلَا ذِمَّةً ۚ وَأُولَٰئِكَ هُمُ الْمُعْتَدُونَ ۚ…) (They do not observe toward a believer any pact of kinship or covenant of protection):
The first context is an informative statement from Allah (swt) about them, indicating that they do not respect neighbors, relatives, or fulfilling trusts. Here this verse of discussion says that, these polytheists who do not consider neighbors, relatives, covenants, and trustworthiness are indeed the aggressors. Therefore, aggression indicates that the root cause of the problem is their hostility.
(…لَا يَرْقُبُونَ فِي مُؤْمِنٍ إِلًّا وَلَا ذِمَّةً ۚ…) (They do not observe toward a believer any pact of kinship or covenant of protection): They do not consider the rights of neighbors, nor the rights of kinship, and they do not honour the family ties, and they betray trust. Moreover, they assist people against you and conspire with your enemies, this is the aggression.
(…وَأُولَٰئِكَ هُمُ الْمُعْتَدُونَ) (And it is they who are the transgressors): The wording of the ending of the verse here differs from the ending of the earlier verse. The former ends with an announcement from Allah (swt) that they are defiantly disobedient, while here He informs us about them such that they are aggressors.
