(45) - (Who averted [people] from the way of Allah and sought to make it [seem] deviant while they were, concerning the Hereafter, disbelievers.)

In addition of being criminals and wrongdoers, Allah (swt) mentions in this verse another attribute:

(Who averted [people] from the way of Allah and sought to make it [seem] deviant): They want the path of Allah (swt) to be seemed crocked. Many people in our time want to twist Allah’s (swt) straight path. They would say: “interests are lawful”, or: “Alcohol is lawful?”. They will chase after any detail make Allah’s (swt) Laws seem deviate, aiming to stir up aversion to what He has ordained.
